Default Strange Busboard Problem

I'm working on a system that has an Elbox A4000 Zorro II/III Busboard. Every card attached to it runs unusably slow - I've tried both an X-Surf and a known good SCSI card and they take 15 minutes just to mount a hard drive.

The cards work fine when plugged in via the original riser card. Has anyone seen this behavior before? The motherboard I'm using has a soldered Buster rev. 9, but I seriously doubt that this is causing the problem.
