Default Russia ratifies Kyoto
I mentioned a few months ago that they were going to. Well, now they have.

So now it's in force. Seems that Tigger isn't the only one who never thought it would happen. The Canadian government was living in denial too and forgot to get ready. Story

It won't take too long to turn it around though once folks realize how much money there is to be made.
