The Patriot Act and a landmark 2002 decision by a secret appeals court substantially broadened the government's use of electronic surveillance under FISA. The legislation allowed the FBI to seek such warrants not just in cases in which the primary objective is intelligence gathering, but when criminal prosecution is the primary goal. The number of FISA applications has mushroomed as a result.

Yes, that's right, you don't need to be suspected of terrorist activities to have a secret wire tap executed against you. So, umm... careful what you say guys, you just never know who might be listening!

I wonder how this works with regard people outside the US?

I wonder because theres been an movers van sat outside this block of masonettes with a satalite dish pointed at me, with butch guys in dark suits and sun glasses in it (Our boys were around last week posing as "Gas appliance" checkers - they should really stop leaving their bugs in such easy to find spaces).
