Actually, he's got a point. Conduct and Sexual orientation are two separate things. rather than relying on a "conduct" clause to protect Gays and lesbians from discrimination in this specific federal workplace, wouldn't it make more sense to have Gay's and lesbians protected by federal civil rights laws instead? Shouldn't Civil Rights be part of all-encompassing federal law applicable to all workplaces, not "workplace specific" laws that vary from place to place?

Seriously, I'm completely with T-Bone on this. I think it's the domain of the Feds. We have already seen the contrasts in civil rights that occur when the states were given governance.
