IFF-ANIM editor

I am looking for a IFF-ANIM editor

I would like to be able to mix the 8SV (sound file) into an IFF-ANIM
and take a group of still images and create a IFF-ANIM

can anybody help?

what are the sound sampling rates that are supported?

I recommend Cloanto's image editor, who is able to anim, too.

If you want a retro experience, look for Deluxe Paint IV.
