PS2 mouse adapter!!

I hava selfmade PS2mouse adapter (shema from Aminet ps2m) and i have problem..When I turn Amiga first time mouse don't work :( but when I disconnect/reconnect mouse works great...What is problem??? Please help!!..And I have A1200 2B MOBO ROM 3.1
